About the Author
Randall W. Jensen, Ph.D., started his career working to improve software productivity at Hughes Aircraft Company’s Space and Communications Group where he developed a pioneering computer model for estimating cost and schedule for any large project, measuring organization capability and quantitatively predicting the productivity impact of management decisions. In 1979, Jensen and Charles Tonies illuminated key software productivity attributes in their book, Software Engineering. Throughout his career Jensen continues his research on productivity leading to his improved computer-based estimating model, which is still used today.

Fabulous book to help managers design their software production environments for maximum productivity.

The first bullet in the goals for this book specifically recognizes the centrality of communication and culture, and translates this awareness into quantitative improvements of organization capability. Seer II is used in the capability computations (spreadsheet) to explain the organization capability calculations and the use of tools to evaluate development cost and schedule. COCOMO estimating tool is mentioned only once outside of the historical context, when comparing the capability definitions. SEER-SEM is mentioned in the same context, not surprising since the book's author developed the SEER-SEM model in the early 1980's. So the book is not a study of COCOMO or SEER parameters.
The Effectiveness Formula and its three attributes: communication, management, and technology focus on issues that have prevented organizations from considering people as the primary source of productivity improvement. The amazing part to me is that the importance of people in this process has been around, and ignored, since the 1920s and 1930s. Also, concepts in the book are applicable to agile software developments, and therefore are not referencing specifically a waterfall model.
Earlier references effectively include important research regarding people oriented factors in productivity and the contributions of "skunk works" organizations and their impact on motivation. Much of this useful material was produced prior to 1990.
The ability to predict the impact of changes in personnel, management style, and the development environment itself made this one of the most important sources I have seen in the last thirty years of software management.
